This course provides knowledge about central concepts, principles and perspectives in the regulation and management of Health, Safety and Environment (HSE) in organizations. This includes criteria for quality management in businesses, as well as control practices within governments and different industries. The course introduces central tools and methods for leadership and management of HSE, as well as discusses the impacts of new policies, emerging technologies, new forms of organizing and changes in the landscape of risks.

Content

The course emphasizes presenting basic concepts, principles and perspectives related to the management, leadership and regulation of HSE. Among other things, the concept of safety is covered in a working life perspective, understanding the risk picture in working life, the principles of regulation, supervision and cooperation between parties, organizational conditions for HSE, as well as different perspectives for understanding safety in working life. The course has an emphasis on the working environment and safety part of HSE, but also provides a basis for work with green transition and highlights the function of HSE work related to the prevention of health injuries. The principles for working with both health, environment and safety are built on the same foundation.

The course provides an introduction to overall models, basic tools and methods for managing and controlling work with HSE, including the use of risk analyses, audits and systems for incident reporting. In addition, students are invited to think critically and reflect on the goodness and functioning of different methods.

As individuals and as a collective, we can both be a resource for HSE work and have vulnerabilities that can have an impact on the working environment and safety. The course provides an introduction to the theory of the human factor and links this to opportunities and challenges for HSE. Another topic that will be covered is how the Norwegian management model for HSE is broadly aimed at compliance with a set of regulations that focus on formal systems for management and control of systematic HSE improvement. This is a good starting point for bringing the HSE status to a higher level. At the same time, the regulations can promote bureaucratic structures where it becomes more important to follow the rules than to achieve real and visible HSE improvement. In the course, we will also look ahead at what new challenges may arise for HSE in working life, including those related to digitalization, climate change and new organizational forms.

  • Central concepts, theories and perspectives in the management and regulation of HSE
  • Basic tools and methods for managing and controlling work with HSE
  • The human factor related to opportunities and challenges for HSE
  • How new policies, technological change, new organizational forms, and changes in the risk picture create challenges and require new forms of management and regulation of HSE
  • Sustainable development and HSE
  • Prevention of health damage and HSE

Skills

After completing the course, students should have increased their skills in:

  • Application of different theories and perspectives on issues related to the management, organization and regulation of HSE.
  • Application of function-based regulations and legal standards.
  • To analyze and weigh up requirements and expectations when dimensioning HSE - of the supervisory role.
  • analyzing the goodness and functioning of various HSE tools and methods, including based on different perspectives for safety understanding in the workplace
  • To be able to develop scenarios of possible consequences of innovations and social development for the regulation and management of HSE.

General competence

The subject provides general competence in:

  • how work with HSE can be safeguarded and strengthened in the workplace
  • the interaction between employees' efforts, the enterprises' own control with risk and authority regulation and control.
  • The theoretical and methodological competence basis for developing business models for HSE that are both sustainable and competitive

Method of work

Teaching alternates between lectures and group work.

Open to all master's degree students at the Department of Safety, Economics and Planning, and the Department of Media and Social Sciences.

Course assessment

There must be an early dialogue between the course supervisor, the student union representative and the students. The purpose is feedback from the students for changes and adjustments in the course for the current semester.In addition, a digital course evaluation must be carried out at least every three years. Its purpose is to gather the students experiences with the course.
