Students with citizenship from a country outside of the EU/EEA and Switzerland are required to pay tuition fees at the University of Stavanger. Some students may be exempt based on close connections with Norway.
The tuition fees will not affect students who have already started their studies before autumn 2023 or exchange students from partner universities.
Other exemptions are possible but to be evaluated for exemption, you first have to gain admission to a study programme.

How much is the tuition fee?
The prices for students starting in the academic year 2025/2026 are published at Tuition fees for 2025/2026.
How and when to pay the tuition fee?
Applicants from countries outside the EU/EEA and Switzerland who have accepted their offer of admission will receive an invoice by email. The invoice will provide instructions for payment. The tuition fee must NOT be transferred to the deposit account intended for living expenses.
The tuition fee must be paid in full before each academic year. It is not possible to pay the tuition fee in installments.
The fee must be paid in Norwegian currency. Contact your local bank to find the exchange rate between the Norwegian krone and your currency.
Deadline to pay the tuition fee for students who need a study permit: 10 June
Deadline to pay the tuition fee for other students: 1 September
Deadline to pay the tuition fee for Spring Semester: 1 February
How to apply for an exemption?
Some applicants may be exempt from paying tuition fees based on permanent residence in Norway or other close connections with Norway. Read more about exemptions and documentation requirements.
Only after you have received and accepted an offer of admission, you will receive instructions via email on how to apply for an exemption.

Students who need a study permit
When applying for a study permit in Norway, the Norwegian Directorate of Immigration (UDI) requires non-EU/EEA citizens to document their financial ability. The amount required for the academic year 2024/2025 was NOK 151 690 (adjusted yearly). The amount of the previous year will also be valid for the current year. This amount comes in addition to the tuition fees and semester fee.
How to apply for a refund?
If you have paid the tuition fee, but later have to withdraw from the study place, you can apply to have the tuition fee refunded within the census date:
Deadline for Autumn Semester: 1 September
Deadline for Spring semester: 1 February
You need to inform the Admission Office about your withdrawal in a written form within the deadline.
Please note that if you are a continuing student (currently enrolled student), and you apply after the first day of teaching but before the census date, a penalty fee of NOK 5000 will be applied.
